Community over Custody: Exploring community-based approaches for women impacted by the justice system

This report examines how Canada, Germany and Finland support women impacted by the justice system through community‑based approaches, demonstrating that the most effective approaches are preventive, relational, culturally grounded, and rooted in housing, stability and women’s agency. The report also highlights how structural issues such as poverty, trauma, racism and colonial legacies shape women’s pathways into the justice system, and shows how community‑based models can interrupt these cycles far more effectively than custody.
