This report summarises an extensive body of research and lays out a new framing strategy for those working to reform the criminal justice system. The work described was conducted in partnership with Transform Justice, the Standing Committee for Youth Justice, Clinks and the Criminal Justice Alliance, and was supported by the Paul Hamlyn Foundation and Porticus UK.
